Oxfam-Québec is committed to:
- eliminating the structural causes of poverty;
- making economic and social justice a top global priority;
- playing an active role in the global movement for a just world.

We believe that the Plan will help Oxfam-Québec to bring about essential and sustainable change for many different communities and will provide us with the necessary tools to play a crucial role in the struggle for international justice and solidarity.

Economic justice
More women and men will realize their right to secure and sustainable livelihoods.
Essential services
The Millennium Development Goals for essential services will be achieved, and people living in poverty, especially women and girls, will realize their rights to accessible and affordable health, education, water and sanitation.
Rights in crisis
All women and men in humanitarian crises will be assured both the protection and the assistance they require, regardless of who or where they are or how they are affected, in a manner consistent with their human rights.
Gender justice
Many more women will gain power over their lives and live free from violence through changes in attitudes, ideas and beliefs about gender relations, and through increased levels of women’s active engagement and critical leadership in institutions, decision-making and change processes.

These goals can be achieved through the rights-based approach adopted by all Oxfam affiliates in November 2000:
The right to a sustainable livelihood
Individuals living in poverty will acquire food security and guaranteed income, as well as better protection and greater control of the natural resources on which they depend.
We support those in greatest need by providing food, financial and educational resources. This support helps break the cycle of poverty and create fair, environmentally sound and sustainable development.
The right to basic social services
People living in poverty will see their health improve significantly through increased access to basic, affordable and adequate health services, clean drinking water, a sanitary system and public healthcare services.
Through health, sanitation, clean water and literacy programs, Oxfam-Québec supports people in the South by developing access to basic social services, including basic education and public healthcare services.
The right to life and security
A significant decrease in the number of people who die, fall ill or suffer from the misery directly associated with armed conflict or a natural disaster.
Oxfam-Québec responds to emergencies by providing access to basic necessities and by ensuring that human dignity is upheld. We work in refugee camps where we distribute water and food and build sanitation facilities. These actions go even further because, at times, the right to life and security is threatened in the daily lives of the most vulnerable people.
The right to be heard
Marginalized peoples will attain civil and political rights; they will gain a powerful voice in making the decisions that affect their daily lives and they will obtain the moral support and the necessary capabilities to exercise these rights.
Oxfam-Québec implements projects that help the most impoverished people collectively express their interests so that their voices and needs are heard. Our goal is to strengthen civil society to enable it to influence both the public and its decision-makers and so that all individuals can have a say in their futures. We encourage the emerging global citizens’ movement for social and economic justice.
The right to an identity
Women, ethnic and cultural minorities, young people and other groups oppressed and marginalized based on their identity will obtain equal rights and status.
Women, ethnic and cultural minorities and other groups are often oppressed within their own societies. This discrimination translates into unequal opportunities and keeps those excluded within the cycle of poverty. Through Oxfam-Québec’s support, people can have a say in their futures and can break through this marginalization. Our projects promote respect for diversity so that all people, regardless of their identities, can reach their full potential within their own societies. Because women and children are so deeply affected by poverty, upholding their rights is particularly important.
